What ECM is, who qualifies, and how a reentry-focused CBO becomes a billable provider.
Enhanced Care Management is a whole-person, in-person care coordination benefit delivered to Medi-Cal members with the highest needs under California's CalAIM initiative. It is paid for by Medi-Cal managed-care plans (MCPs) as a per-member-per-month service — not as a grant or RFP award — which is why scaling ECM requires contracting directly with the plans that serve your county.
The CalAIM Justice-Involved Population of Focus covers adults and youth who are Medi-Cal eligible and involved in the justice system — including individuals transitioning from incarceration, those with a mental health or substance use disorder, and adults currently or formerly experiencing homelessness. ECM is the door through which reentry members access coordination, navigation, and the full Community Supports package underneath it.
A CBO enters ECM by contracting with the MCPs operating in the counties it serves — typically as a community-based ECM provider, and on the Justice-Involved Initiative as a provider working alongside correctional agencies, county behavioral health, and probation. DHCS publishes the standard Provider Manual and rates; MCPs select which providers join their network and which populations they cover.

Pre-tenant housing services and other MCP-reimbursed supports that sit underneath ECM.
Community Supports (CS) are a defined set of housing, food, caregiving, and recovery-oriented services that Medi-Cal managed-care plans can elect to cover for ECM and other members. Unlike ECM, MCPs choose which of the 14 CS services to offer; each is paid as a delivered unit of service (housing navigation day, deposit paid, recuperative care night) rather than as a per-member-per-month care coordination fee.
A CBO enters Community Supports the same way it enters ECM — by contracting directly with the MCPs serving the counties it covers. DHCS publishes the standard Community Supports service definitions, provider qualifications, and rate guidance; the MCP selects which providers join its CS network and which services are live for which members. CS services can be offered alone or bundled underneath an ECM contract.
Inside Timelist Group's 171+ bed reentry portfolio, CS navigation runs alongside ECM as a single service line — members move from ECM coordination into housing transition and tenancy-sustaining services without a handoff. The contracting interest for county partners is that ECM + CS, bundled under one operator, closes the housing gap that single service lines don't.

The Medi-Cal billable workforce pathways California opened up for peer-led reentry work.
California added Peer Support Services as a Medi-Cal benefit under CalAIM — delivered by certified Peer Support Specialists (PPS) working under a behavioral-health supervision model from July 2024. Community Health Worker (CHW) services followed earlier and are now a standalone Medi-Cal benefit with a defined provider type and rate under DHCS guidance.
Peer Support Specialist (PPS) certification is administered through California's Department of Health Care Access and Information (HCAI), with a defined curriculum, supervised practicum, and the lived-experience requirement that distinguishes peer roles from clinical roles. Community Health Worker (CHW) certification similarly lives with HCAI, with CBOs that have a CHW training program receiving recognition to certify their own workforce.
Medi-Cal reimbursement for PPS and CHW services turns lived-experience peer staff — the people closest to the reentry population — into a billable line item that MCPs pay for, instead of a soft-money expense foundations carry. For a reentry-focused CBO, that unlocks a sustainable case-rate, supervision, and training infrastructure — not just a subsidized pilot.
Peer support is the operating model that's already running inside Timelist Group's programs — not a service we're adding. Tiered county, state, and federal funding sources for Orange County women's reentry housing.
Orange County Health Care Agency (OC HCA) is the county convener for CalAIM Justice-Involved rollout in OC, and contracts reentry housing, ECM, and CS services through competitive solicitations, provider network expansion, and the county-managed pilot programs. For women's reentry housing specifically, OC HCA is the entry point for county-funded capacity, county MATCH dollars, and partnership with the sheriff's reentry programs.
State-level reentry housing funds flow primarily through the Board of State and Community Corrections (BSCC), the California Department of Corrections and Rehabilitation (CDCR) for in-custody programming and pre-release warm handoff, and DHCS for CalAIM housing services. The competitive RFP cadence cycles annually and prioritizes operators with running programs, defined referral pathways, and women's-specific bed counts.
At the federal level, reentry housing is funded through HUD Continuum of Care (CoC) for permanent supportive housing, the U.S. Department of Justice Second Chance Act for reentry-specific adult and youth grants, and the Office on Violence Against Women (OVW) for survivors of domestic violence — the federal Reentry Program is a particularly strong fit for OC women's reentry housing given the survivor crossover.
